Dear Property Owners on Chemin Deschenes,

The road is in particularly bad shape this year after little to no maintenance last year. As property owners, we are legally responsible for maintaining the private road. We are creating an Association for managing the road maintenance to benefit all owners.

A few of us have recently formed a working group to look closely at accomplishing the work needing to be done on Chemin Deschenes. The group consists of Richard Brunet, Aurele Gervais, Cheryl Mitchell, John Rivenell, and Jim Tayler.

Some of the concerns addressed in our first meeting were:
- yearly maintenance for snow removal for access, security, and safety of our buildings and people,
- resurfacing of hills with recycled asphalt
- helping with water runoff by reshaping the road and digging ditches

The following is the ideal estimated budget which will be necessary to achieve the priorities:
- $3000 snow removal
- $2000 for the length of road between the two fields
- $4500 to upgrade three hills
- $1200 reshape the road
- $920 ditches
For a grand total of $11,620.

In case this goal is not achievable, we have a less optimistic budget of $7,000 for this year to meet only the absolute necessities.

This estimated budget includes:
- $3,000 snow removal
- $2,000 for the length of road between the two fields
- $2,000 to upgrade one hill, and repair two with ditches and reshaping.

If we all work together to attain this goal it will cost most owners $320.00. Owners with more than one lot with a trailer and/or cottage will need to pay $320.00 for each lot.
Owners with empty lots will not be charged at this time but a contribution of $160 would be gratefully accepted.

We anticipate the Municipality will begin collecting these funds on behalf of the Association Chemin Deschenes in future with our taxes and they will determine the formula and amounts.

A bank account has been set up specifically to manage the funds, and to make sure they are clearly accounted for. (See Banking information letter for more details). As money is received in the account, it will be allocated 50% to summer, 50% to winter. As soon as we have sufficient funds to guarantee payment to the contractors, we will authorize them to begin work. Once we see what funds are collected, we will need to review proposed priorities and expenses.
